The error is generated by PayPal and is related to your PayPal account (the merchant), not the buyer's credit card.
That error is generated by PayPal when you're trying to use Payments Pro from a country that does not support it (Currently only US, UK, and CA).
There is an additional monthly fee and application process with PayPal to accept Payments Pro payments.
If you have not completed this process and your PayPal account is not in one of the 3 countries mentioned previously, all Payments Pro transactions will fail and you need to disable the method by going to Payment Methods in the left menu, editing the Pro method, and unchecking the enabled box.
