Many times vendors will want to add a custom.css rule to their cart to change how an element is displayed or they'll change an external integration and it won't immediately show up on their cart.
This may be due to browser caching the old css files included with the cart or integration.
Although storing pages to the browsers cache makes loading pages faster, it can mean that changes made to the website aren't always visible until you perform a hard refresh.
